Steareth-11 is the polyethylene glycol ether of stearyl alcohol (n-octadecanol), listed in CosIng with Functions: emulsifying, surfactant, and no EU Annex restrictions. Steareth compounds are among the most widely used emulsifiers in cosmetic o/w emulsions (e.g., Steareth-2 and Steareth-20 are classic combinations). The Steareth series has been reviewed by the CIR Expert Panel as safe for use in cosmetics. The primary toxicological concern is residual 1,4-dioxane, which EU cosmetic GMP requires to be minimized. At normal use levels (typically 1-5% in emulsions), Steareth-11 is well tolerated on skin.
