Coal tar bases are complex mixtures of nitrogen-containing aromatic heterocycles including pyridine, quinoline, and aniline derivatives. IARC classifies coal tar as Group 1 carcinogen to humans. EU Regulation 1223/2009 prohibits coal tar-derived substances in cosmetic products, and crude tar bases have no established safety profile for topical application. Industrial chemical only.
