This is a residue from the distillation of coal tar bases, included when it contains more than 0.1% w/w benzene. EU Cosmetics Regulation 1223/2009 Annex II prohibits benzene at this threshold, and these coal tar residues are classified as CMR Category 1A under CLP Regulation (EC) 1272/2008. Coal tar distillation residues are known to contain PAHs, nitrogen heterocycles, and phenolic compounds in addition to benzene, creating a complex toxicological profile. The EU REACH registration notes severe hazards including carcinogenicity, and these residues are prohibited from cosmetic use.
