Coal tar bases contain complex nitrogen-containing aromatic compounds including anilines and toluidine derivatives, which raise additional carcinogenic concerns beyond benzene itself. These substances are classified as CMR Category 1A/1B under CLP Regulation (EC) 1272/2008. The REACH registration dossier notes severe hazards including carcinogenicity, mutagenicity, and reprotoxicity, and they are prohibited from all cosmetic uses in the EU.
