Terbium Chloride (TbCl3, CAS 10042-88-3 anhydrous; the hexahydrate is CAS 13798-24-8) is a white-to-pale lanthanide salt used in phosphors, lasers, and as a laboratory reagent. There is no CIR or SCCS opinion supporting cosmetic use, no FDA monograph, and no recognised cosmetic function in the standard literature. Laboratory safety sheets classify lanthanide chlorides as skin and eye irritants (GHS Cat. 2) and harmful if swallowed. Lanthanides are persistent in aquatic environments and a recognised emerging environmental contaminant class. Cosmetic use as a "rare-earth conditioner" is supplier-driven and unsupported by independent safety or efficacy data. Default position is to avoid in leave-on products.
