Octoxynol-13 at 13 mol EO is a higher-ethoxylate variant offering reduced irritation compared to the shorter-chain members of the series. Its amphiphilic structure makes it effective at low concentrations. The octylphenol-derived backbone continues to be the regulatory concern—the European Chemicals Agency (ECHA) has classified octylphenol ethoxylates as substances of concern for aquatic toxicity. While not banned in cosmetics, many formulators are transitioning away from this chemical class toward more environmentally benign alternatives.
