This aromatic amine is used as a precursor in oxidative hair dye formulations. The EU Cosmetics Regulation (EC 1223/2009) Annex III restricts its use in hair dye products due to well-documented skin sensitization potential. While permitted at low concentrations with appropriate warnings, it remains under regulatory scrutiny as a potential respiratory sensitizer as well.
