HC Blue No. 9 (CAS 114087-41-1) is an oxidative hair dye precursor restricted under EU Cosmetics Regulation 1223/2009 Annex III Part II with entry II/1327. It may only be used at a maximum concentration of 0.05% in the ready-for-use preparation and must carry specific caution statements. The dye is also restricted after mixing with hydrogen peroxide to a maximum of 0.05%. Repeated exposure may cause allergic reactions in susceptible individuals.
