A short-chain ethoxylated oleyl alcohol phosphate ester used as an emulsifier in cosmetic formulations, providing strong lipophilic character suitable for water-in-oil emulsions, with minor concerns about increased skin penetration due to its low EO chain.
Poly(oxy-1,2-ethanediyl), α-9-octadecenyl-ω-hydroxy-(Z)-, phosphate with an average of 2 mol EO. Functions as an anionic emulsifier with strong W/O emulsion stabilization properties. Not restricted under EU Regulation (EC) No 1223/2009; listed in CosIng without Annex II or III entries. The very short 2 mol EO chain is largely dominated by the lipophilic oleyl moiety and phosphate group, which may marginally increase skin penetration of co-formulated ingredients.
