PEG-12 OLEATE is the polyethylene glycol (12 mol EO average) monoester of oleic acid, functioning as a nonionic surfactant and emulsifier in cosmetics. It is not subject to EU cosmetics restrictions (not in Annex II or III). The 12 mol EO degree provides a good balance of water solubility and mildness, with a low risk of skin or eye irritation at typical cosmetic concentrations. Trace 1,4-dioxane from the ethoxylation process is a standard impurity consideration but is regulated.
