Under EU Regulation 1223/2009, PEG compounds are permitted but must be manufactured to ensure low residual ethylene oxide (≤1 ppm) and 1,4-dioxane. The ingredient has no entry in EU Annex II or III, indicating standard regulatory status. Generally recognized as safe in rinse-off and limited-use leave-on products.
