Rosa gallica flower powder (CAS 84604-13-7) is dried, milled French rose petals. It contains flavonoids, tannins, anthocyanins, small amounts of volatile rose oil components (geraniol, citronellol), and mucilage. EU CosIng lists it for skin-conditioning and astringent functions. No Annex II/III restrictions. CIR has reviewed Rosa-genus extracts and found them safe as used in cosmetics. The trace essential-oil terpenes can rarely cause sensitization in people reactive to fragrance allergens.
